Can we add a manual trigger in all test workflow to make it easier for triggering a sepcific test on develop branch? It'll be easy to implement by adding `workflow_dispatch` under `on`. Currently we only have part of tests have such feature.

I prefer add this case by case instead of for all. Testing rocksdb just need to be done in the same PR.
