Description:
TLF 3.0 fixes a ton of bugs. Flex SDK would be better with this version of TLF.

TLF is verified by Flex via Mustella.
TLF may get donated to Apache. The current plan is to find the time and
verify there aren't any blocking legal or business issues.
TLF often changes in ways that you can't swap in versions of TLF without
changing SDK code.
