Repository consumers are disabled after disabling one of them when the authenticated session has expired.

Steps to reproduce:
1. Login to archiva
2. Go to Repository Scanning page
3. Expire the session by clearing the cache, authenticated sessions and cookies in your browser
4. Disable one of the repo consumers in the Repository Scanning page and click Update Consumers
5. You will be directed to the Login page and after logging in, go to Repository Scanning page. All the repo consumers are disabled.
