   As a TP user, it would be desirable for TP Cache Stats to accurately report the health status of an ADMIN_DOWN cache. Currently, a cache set to ADMIN_DOWN automatically gets set to `Healthy=false`, even if the cache is otherwise in a healthy state.
   
   Possibly related to #1991 .
