Hmmm, it works for me:
$ sudo /opt/ats/bin/traffic_line -r proxy.node.http.user_agent_xacts_per_second
cachedir = '/opt/ats/var/trafficserver'

Are you sure you are running both traffic_server and traffic_manager on this box?
