Hi [~Zhanghao Chen] may I have a double confirmation of the requirements: currently Flink contains two types of config options, namely the cluster-level and the job-level ones. The cluster level configurations are set on startup of the cluster and could not be changed on job submitting, while the job-level ones should be able to be changed via the programming APIs.
