TDB: release process kickoff

This is notice that the process for the Apache release of TDB 0.9.0 is 
beginning.

This release includes the transaction code.

Please consider the code in

https://repository.apache.org/content/repositories/snapshots/org/apache/jena/jena-tdb/

and in SVN:

https://svn.apache.org/repos/asf/incubator/jena/Jena2/TDB/trunk/

as being functionally complete release candidate code.

If you, or your organisation, wishes to test before the release, then 
now is a good time to do that.

Please try Fuseki dev out -0 it's got the transactions for TDB switched 
on now.
