Bamboo @ tapestry.formos.com up and running well

With some help from Tim Neuwerth (of Formos) I have Bamboo running just
right.

Previously, it had to run as root so that Jetty could vend out port 80.
That meant all the builds ran as root, nasty.

Now Apache httpd handles port 80 and proxy's /bamboo/ to Bamboo, running on
port 8085.  Invisible to users, but much nicer for everyone else.

I also kick-started the Tapestry 4.1 build (which Jesse promptly broke).

In the future, we should be able to use the same trick to run our own JIRA
and SVN, and make tapestry.formos.com a real secondary home for Tapestry.
