Optional jar does not have JUnit Report in it!

we need to upgrade the optional jar in CVS with one built with
Xalan.  In order to get that task, you must have BOTH Xalan 1 and
Xalan 2 in the classpath (or at least Xalan compatability jar).

It tests to see if the desired Xalan 2 is in the classpath during
runtime--but requires the version 1 compatibility for build time.
