Not sure what is available from the jasper compiler, but similar to the jspc 
task which takes into account the WAR structure for classpath and web.xml 
settings.  Being able to validate the syntax of the TLD as well as whether the 
tag and tei classes and setter methods exist.  This would allow me to add more 
error checking into my build process before I deploy.
