Erm, perms problem
The README.html footer in http://www.apache.org/dist isn't being
displayed, because it is mode 600...

You can fix youself (as long as some silly person didn't edit in place
without committing the changes) by just removing it and updating.
Fixed. I also moved the 1.3b3 tar.gzs out of the way although I left the
1.3 NT stuff there for now.
