There are a lot of acronyms in this issue which I'm not an expert on. Is this a question about whether Derby falls afoul of U.S. export control restrictions? I am not aware that Derby contains any code which is subject to export control restrictions. Derby does use encryption packages supplied by the underlying VM but I believe that the export controls apply to the VM and not to Derby.

If I have misunderstood the question, could you please explain your acronyms and provide more background about what information you need?
