Currently, when we need to add a new member, we first has to call CreatePeer to initialize and the AddPeer for configuration change. However, Ratis (and Raft) recommends to first call AddPeer asynchronously and then call CreatePeer. If we do not follow this order, we may face SHUTDOWN issues.
