   @lordcheng10 thanks for the contribution. The mismatch between the default shedding and placement strategies that this PR fixes has since been addressed on master by #26609, which made AvgShedder the default for both loadBalancerLoadSheddingStrategy and loadBalancerLoadPlacementStrategy. We're going through the backlog of open PRs (https://lists.apache.org/thread/cgy7w0qgnq8s7j0ykyzgrn3hj4nb67wf), so I'm closing this one. Thanks again for raising it.
