Turns out that the file server had hardware issues that subtly broke the
file sharing. After a hardware replacement, the service started up fine.

Did you verify that the service is still running with those credentials?
The default account for a service is not allowed to access UNC paths.
If you used the CollabNet installer, then it would have recreated your
svnserve service, and it is probably back to the default settings.  You
did not mention if you have looked at the credentials for the service to
see if a domain admin has been reconfigured.
