Bugzilla is a very high-touch product. It and CVS's useful life are 
probably over.

In house we are moving to SVN, and maybe Scarab.

Or not migrate at all. Remember; in the ASF you generally scratch your 
own
itches; and developers determine the fate of their _own_ project. Do 
not expect
the board at any time to impose such technical things on developers; 
that is
simply not our role.

However long term we would like to move to SVN as a strategic thing; it 
simply scales
better, we hope to get better auditability, security and accounting; 
while at the same time
decreasing the burden of adminstration-per-developer. The latter is 
more and more
necessary as we are still growing every month.

Glen,

It's not a mandate. It's just that the folks are gently nudging new projects to use SVN and JIRA.
Old projects can migrate over time.

I see.  I wasn't informed about this on FOP--the switch away from CVS is 
also a surprise.  Well, Jira is a good product anyway.  Although it's be 
best to be promoting open-source, I guess Bugzilla is simply not 
designed for the heavy usage needed by Apache.

is it possible to subscribe to infrastructure (i could not find this 
info) or to see archives? shouldnt it be discussed on some public

I am disappointed with Axis' move to commercial bug-tracking software, 
and hope it will re-adopt Bugzilla (or also OS Scarab) in the future.  
While not perfect, Bugzilla still does a fine job and it's 
well-maintained--I've been using it very happily both at work and 
open-source (Apache FOP) for over a year. 

If there's features they would like to see added to Bugzilla, the Axis 
team should issue enhancement requests (http://www.bugzilla.org) for 
those features.  That you're from the Axis team with a large user base 
should add a high priority to your requests.

Jira may--temporarily--offer a better interface, but there are more 
compelling issues.  The company that offers it to Axis for free just 
wants the free advertising to 1000's of hi-tech Axis users.  These were 
advertisements that were previously going to Bugzilla and open source in 
general--resulting in more OSS adoption at hundreds of workplaces, 
saving them a ton of money and greatly reducing FUD about using all OSS, 
including Axis.

It's important to support open source projects.  Strong use of 
open-source software is what causes the software to improve, lack of use

system offering Apache teams free licenses to use its product instead of
