Fix For: Fuseki 1.1.0
Multiple questions, and possible issues to create from here:
* At the moment, Fuseki Vary headers are: "Accept,Accept-Encoding,Accept-Charset,User-Agent". Isn't this a bit excessive?
* Do they all currently play a role in creating a response? For those that do not, should they be removed? (I can't think of a reason why User-Agent is included for instance)
* Can the Vary headers be set conditionally or configurable?
