[PATCH] Update vc6-build.bat.

My humblest apologies for missing this in my last patch.

Update the Win32 build batch file to match INSTALL instructions.

    * vc6-build.bat.in
      Run gen-make.py before building Apache in order to prevent
      building incompatible versions of apr.
