Problems installing mod_perl

Hi,

I'm having difficulty getting mod_perl 1.27 to work with Apache 1.3.14 on
win2k running perl 5.6.1. Every time I put the line PerlHandler
Apache::Registry in the <Location /foo>, when I hit on http://localhost/foo
I get a 404 error. This happens even when the LoadModule and everything else
to do with mod_perl has been removed.

Would be grateful for pointers. Thanks.
