CASSANDRA-9831 was the meta-ticket that included this test for hanging up servers. Recently, this test was un-excluded and subsequently hung up test servers in 2.1, 2.2, 3.0 branch dtest runs.

This test has not been fixed, although it was reinstated, so test will be excluded again with this ticket specifically to address the problem.
