Reopening issue due to a significant number of test failures on the CI runs of 'ant test'. As ever, even apparently benign changes still need to have the tests run before commit and the one patch you dont do it for will bite you on the ass...

It looks like the static bundle context is causing the problem, and in hindsight I should have noticed it was static and is being updated from within an instance constructor, which isnt ideal.

I have reverted the commit until this behaviour can be addressed.
