gnat-tags with incompletely TLD?

Hallo,

I get the gnat-tags from Jakarta/CVS and recognized that the TLD is
incompletely, or isn't it? I thing for copy, exclude, exit, fileset, include
and patternSet the entries in the TLD are missing.
