[shale] Wiki Re-organization

I've done a bit of work on the Shale wiki - so far I haven't "damaged"
what was already there - so if people don't like it, the new pages can
(hopfully) just be deleted. Some of it was a bit experimental (for me)
trying features I hadn't used before - sub-pages, templates, macros.

Here are what my aims are/were:

* all Shale Wiki pages organized under "Shale/"
* break up the existing main wiki page and try to organize it
* provide a common navigation mechanism to make getting round the wiki easier
* provide some guidelines / help on creating new pages

I personally find the wiki in general a PITA to navigate round -
hopefully this will make the Shale pages easier.

I created a guidelines page which has a facilty to easily create pages
in the correct place (i.e. under "Shale/") and using a standard
template, which includes a nvaigation bar. Hopefully, if people use
this to create new pages, then we should get a uniform L&F with the
navigation facility.

If the feedback from this is positive, then I would propose we move
the existing content into this organisation (e.g. ShaleValidation -->
Shale/UserDocs/Validation) - then we can either delete the old pages -
or if we want to keep them for a while I believe we can put
"redirects" on those pages.
