Test Connection button in Proxy settings reports a failure because it tests the connection against netbeans.org which currently returns HTTP Status-Code 301: Moved Permanently.

The test is considered OK when HTTP Status-Code 302: Temporary Redirect is returned but not 301 (which is probably correct)
