Several tickets already exist (and are linked to this ticket) which describe individual failures in various WANRollingUpgrade tests, but all of those tickets have stack traces showing calls to WANRollingUpgradeDUnitTest.startLocator() as being the cause of the exception. This ticket is created to consolidate the other tickets and hopefully prevent other duplicate tickets being opened.
