cts top level pom update to match tuscany parent pom version number

The current cts parent pom specifies a dependency on the Tuscany parent pom, but the version number specifies does not match the current parent pom version. This means that if someone checks out the current source tree (http://svn.apache.org/repos/asf/incubator/tuscany/java/) with a clean repository, it won't build. Simply modification required to the pom file in order to fix this...
