[RESULT][VOTE] Accept code donation from HypoBytes LTD

This vote passes with 9 +1 votes from kevan, dims, rex, jeff chi, david j, shawn, forrest, viola, and janet. There were no -1 or +-0 votes.

The ip clearance process now moves to the Incubator.
