[Issue 126595] Unable to install in Windows 10

OpenOffice 3.1 is probably running in the background, preventing installation
of a later version.

Try this:

Open your OpenOffice 3.1 (using any way that you do that).

On the menu strip, click Tools | Options

In the Options dialog sidebar, click Memory.

In the panel for Memory, *remove* the check under OpenOffice Quickstarter,
"Load OpenOffice during system start-up"

Close OpenOffice

Restart your system.

Now try the install.

Please let us know if this resolves the problem.

(PS: It is agreed this is an usability defect.)
