OK, no chance to get previous version.
could you try the following:
stop server which not working
open file webapps/openmeetings/WEB-INF/classes/hazelcast.xml
add following XML between <hazelcast></hazelcast> tags:
<network><join><multicast enabled="false"/><tcp-ip
enabled="false"/></join></network>
start server
will it work better?

So now you have installed 4.0.0
Was was the version that previously works as expected?

I have two servers, both of them worked good and after update and reboot(ubuntu 16.04) one of them, dose not work

If yes the issue might be caused by the fact HTTPS is now required by
browser to allow access to camera/microphone
