I am using JBoss.

I realized that at run time it was using
/../jboss-5.x.x/common/lib/commons-httpclient.jar/ not the jar from the war
file: /../WEB-INF/lib/*./
As soon as I added /../jboss-5.x.x/common/lib/commons-codec.jar/ it solved
the /org/apache/commons/codec/DecoderException
java.lang.NoClassDefFoundError/
