gui for editing virtual user passwords

is there any kind of standard way for virtual users (using basic auth
on https) to edit their own passwords remotely?

Subversion provides no such tool.

Perhaps svnmanager lets you do this.

Or maybe a non-Subversion-specific Apache tool exists for this; ask  
on an Apache list.

This is an Apache question, not a Subversion question. A lot depends
on how you configure Apache to password protect, for example.
