**Issue Evaluation**
Category: `question`
Building an OLM bundle image requires:
1. A valid CSV (ClusterServiceVersion) YAML
2. The `operator-sdk` or `make bundle` target in the Makefile
Check if the Makefile has a `bundle` target. If not, you can generate one with:
```bash
operator-sdk generate kustomize manifests -q
operator-sdk generate bundle --version <version>
make bundle-build
```
Refer to the [OLM documentation](https://olm.operatorframework.io/docs/tasks/creating-operator-manifests.html) for the full workflow.
