> Currently, the content extension doesn't check if a package is already present in the registry. It just registers it as external with reinstall set to true. That is problematic if it is used in a restart as well as in a scenario where only additional packages are added. 
> It seems like it should rather skip packages that are already present. That way, a complete reinstall is possible by deleting the registry on disc but otherwise, already present packages will be skipped.
