should have option to download and attach javadocs regardless of source archive status

Currently, maven-eclipse-plugin only attempts to download and attach a javadoc archive if a source archive is not found.
The current behavior prevents the Eclipse Shift-F2, open javadoc in browser, functionality from operating in the presence of a source archive.
maven-eclipse-plugin should attempt to download/attach a javadoc indepdendently of whether or not it attaches a source archive. If that behavior somehow breaks other use cases, the behavior should at least be exposed as an option.
