'File Downloads' section re-org

I just created a subfolder of the 'Source tarballs' directory called
'Source archives'[1], and moved most of the old tarballs into that
directory.  We should never need to keep more than the most recent
couple of tarballs in the top-level folder -- and our visitors should
never have to hit a "page 2" to find the most recent release.

[1] I first made the new directory be named just 'archive', but then I
    couldn't distinguish it from another folder of the same name under
    the 'Windows' directory.
