Velocity Tools WebApp Resource Loader Question

I haven't been able to get the modificationCheckInterval to work with
the webapp resource loader, and looking at the source for it, I note
this:

    /**
     * Defaults to return false.
     */
    public boolean isSourceModified(Resource resource)
    {
        return false;
    }

    /**
     * Defaults to return 0
     */
    public long getLastModified(Resource resource)
    {
        return 0;
    }

Does this mean that resources will always show as unmodified when the
loader is checking them?

It this because the assuption is that the files will be in a .war, and
this not changeable, or should it work?
