[ANNOUNCE] Dropped support for Py 3.6 in Airflow 2.3+

This is an announcement that starting Airflow 2.3.0, we stop
supporting Python 3.6 (Python 3.6 reached end-of-life on 23 Dec).
Airflow 2.2.* releases will continue to support Python 3.6.

This follows the rules we agreed to in the community:
