FWIW, the [XSD states|https://github.com/apache/activemq-artemis/blob/master/artemis-server/src/main/resources/schema/artemis-configuration.xsd#L2316]:

bq. Will this server, if a backup, restart once it has been stopped because of failback or scaling down.
