Update W3C Access (WARP) tests

The W3C WARP test suite has moved and all the test URLs are no longer working. This means we have to map the tests in  org.apache.wookie.w3c.test.Access onto the new test case URLs.

Before the tests moved we scored 100% compliance so its not a major issue.
