Duo Zhang resolved HBASE-19954.

Resolution: Fixed
Too many conflicts. And the release note is a bit confusing for branch-1 since we do not need to support hadoop 3.x for branch-1. But actually, we meet the same problem when supporting hadoop 2.8.x.
