Repro steps :
if routers are already upgraded to new system VM  template don't show upgrade router to new template action item.

Applicable for group by zone/pod cluster also.
i.e if all the VRs in a pod/cluster/zone are upgraded and requires upgrade comes is no t hen don't show upgrade router to new template action button.
