[GH] (rocketmq/fix/export-pop-record-dryrun): Workflow run "Build and Run Tests by Maven" is working again!

fix(tools): correct inverted dryRun flag in exportPopRecord command

The -d option was treated as dry-run only when its value was literally
"false", so "mqadmin exportPopRecord -d true" (explicitly requesting no
changes) actually sent the mutating POP_ROLLBACK request, while -d false
skipped the export entirely. Parse the flag with Boolean.parseBoolean so
the command honors the documented semantics.
