   ## What is the purpose of the change
   
   Dispatcher#submitJob now returns a DuplicateJobSubmissionException, which is a subclass
   of JobSubmissionException, if the submitted job is a duplicate. This allows to better
   distinguish duplicate job submissions from other job submission errors.
   
   ## Verifying this change
   
   - Adapted `DispatcherResourceCleanupTest#testDuplicateJobSubmissionDoesNotDeleteJobMetaData` to check for `DuplicateJobSubmissionException`.
   
   ## Does this pull request potentially affect one of the following parts:
