[I] Make migration 0142 (TI/TIH merge) downgrade safe for simple cases [airflow]

Right now this migration will refuse to work if _any_ data has been written to xcom_v2. But we can make it work without data loss (or no more than would happen "natural for retries" in 3.3) as long as no task loops have run.

The main reason this exists is for if you have used the task loops and superseded/replaced an iteration (case shown in the first figure in the PR desc, so the old loops 3,4,5 would be in this state), _that_ isn't safe to downgrade without dropping data.
