If a node is updated the capacity can change. The change in capacity is not propagated into the partition or the root queue. This means that the queue or partition could be "full" while the node cannot be fully used.

{\{node.SetCapacity(newCapacity)}} should handle or return the change which needs to be applied on the root and partition.
