### Description
Currently, Quarkus dependency version changes need to be maintained in multiple places, particularly in `kogito-quarkus-bom` and `kie-quarkus-build-parent`. This results in duplicated dependency management and increases the maintenance effort whenever Quarkus dependencies are updated.
The duplication exists primarily because:
1. `drools-quarkus-extension` is a Quarkus project.
2. Before the monorepo merge, the Drools repository did not have any reference to Quarkus.
3. `drools-quarkus-extension` was not moved under `kogito-runtimes` at the time due to resource constraints.
As a result, Quarkus dependency management is currently split across these modules.
### Proposed Changes
To simplify and centralize Quarkus dependency management, we could:
1. Move `drools-quarkus-extension` under `kogito-quarkus`.
2. Change its parent to `kogito-quarkus-bom`.
3. Remove `kie-quarkus-build-parent` completely.
This would eliminate the duplicated dependency management and provide a single place for managing Quarkus dependency versions.
### Expected Outcome
* Avoid maintaining the same Quarkus dependency versions in multiple locations.
* Simplify future Quarkus upgrades and dependency updates.
* Reduce the risk of version inconsistencies between the Quarkus-related modules.
* Simplify the overall project structure by removing `kie-quarkus-build-parent`.
