For testing federation MiniDFSCluster needs to support multiple namenodes. The following functionality is needed:
1. Starting a cluster with 1 or more namenodes
2. Adding a namenode to the cluster that is already started.
3. Shutting down a namenode in the cluster.
4. Shutting down all the namenodes in the cluster.
