This issue is clearly visible when maven build is spun with {{-nsu}} flag which should rely on snapshots which are available in local cache. While maven build handles it properly the flag is not being passed to underlying layers which often triggers extensive scanning of remote repositories by karaf plugins which try to resolve features.
