turbine 2.2-b3 and META tags

Hi!

 Today i'd installed turbine 2.2-b3 and now I can't change
 Content-Type of my pages!!

 In turbine 2.1 I used

 $page.setHttpEquiv("Content-Type", "text/html; charset=KOI8-R")

 but now it doesn't work and its very strange:

 Mozilla sais that document encoding is "iso-8859-1", but when I look
 at the source of the page I see right META (with charset=KOI8-R)
 there!

 I tried to use IE and lynx, but with the same result.
 Please help!
