[ANNOUNCEMENT] Tomcat 4.1.8 Beta

Tomcat 4.1.8 Beta has been released. It includes major bugfixes to 
Jasper over the previous Tomcat 4.1.7 Beta (please refer to the release 
notes for the complete list).
